Residents and witnesses at the scene outside of the Garden Apartments in the 1100 block of Hodiamont Avenue said they heard multiple shots fired on Wednesday afternoon, and several questioned the police’s role in escalating the situation. They identified the man as Bada Ali, a man who struggled with mental illness. Police said he was 61. Officers from the fugitive apprehension team arrived at the man’s home on the first floor of the apartment building in the morning to serve multiple felony warrants, said Lt. John Green of the police department’s Force Investigation Unit. The man barricaded himself in the apartment, refusing to come out, said Green. Police around 10:30 a.m. initiated the SWAT team for negotiations. When questioned if police did all they could before killing the man, Lt. Green said lethal force was the last resort. “We used tear gas, we used tasers, we used all nonlethal weapons to bring this to a closure. ... It didn’t work,” said Green.
