Jacob Bell

Two teenagers were charged with murder in the shooting death of another teen last month. The boys, who are both 16, were charged as juveniles with second-degree murder, St. Louis County police said. Their names were not released because of juvenile privacy laws. They were charged in connection to the death of Jacob Bell, 18, of the 400 block of Warford Avenue in Ferguson. Officers found him in a car in the 7000 block of Dawson Place in Jennings at about 6 p.m. Oct. 26. The car had crashed into a utility pole and Bell had been shot. He was pronounced dead at an area hospital, police said. The law requires a certification hearing for juveniles charged with specific crimes, including second-degree murder. A juvenile officer investigates and produces a report, which is then provided to the defense lawyer before the certification hearing. A judge then reviews the case and rules on whether the juvenile should be tried as an adult. If they are certified as adults, their cases will become public. The teens' second-degree murder charges fall under a Missouri law that says a person can be charged with felony murder if someone is killed as a result of or during the commission of another felony crime.
