Prosecutors have refused charges against a man, 29, arrested at the scene of his neighbor's fatal shooting on Friday, arguing the shooting was in self-defense. Jeffrey Holmes, 42, was shot just after 2 p.m. Friday inside The Loft apartments in the 3100 block of Olive Street, near Pappy's Smokehouse and Harris-Stowe State University in the city's Midtown neighborhood. He was later pronounced dead at a hospital. The 29-year-old arrested at the scene has not been publicly identified. Officers said they applied for charges against the man and prosecutors declined to file them, saying the shooting was in self-defense.
