OVERLAND — A St. Louis man has been charged with second-degree murder in a shooting that left one person dead on Friday. The shooting happened outside the STL On The Rocks Bar and Grill in Overland. There was a fight inside the bar, and after security forced everyone outside, the fighting resumed. Shots were fired, and police later found shell casings from multiple guns on the scene. Two people were taken to a local hospital. One of them, Rashad Redd, was pronounced dead. Police have charged Melvin Fraction, of St. Louis in the killing. According to court documents, Fraction was seen on surveillance video firing his gun multiple times. In addition to the murder charge, Fraction faces charges for armed criminal action and unlawful possession of a weapon.
