Police on Monday identified the man that a St. Charles County police officer shot and killed following a domestic disturbance. Police were called to the 600 block of Hickory Dale Drive just after 6:30 p.m. Friday. When they arrived, 34-year-old Frankie L. Navarro was armed with a knife and was fighting with a woman on the front porch of the home, according to a statement from the police department. Both people were on their knees. The officer drew his firearm. He commanded Navarro to drop the knife and told the woman to go inside the home for her safety, the statement said. Navarro did not comply and broke free from the woman. Navarro stood up and advanced toward the officer, according to police. He was still holding the knife. The officer retreated and continued to command Navarro to drop his weapon. As Navarro approached, the officer shot him. The officer called for medical assistance and administered aid, police said. Others on the scene also assisted. St. Charles County Ambulance district staff pronounced Navarro dead. Police didn't describe the relationship between Navarro and the woman. Navarro lived at the home, police said. The St. Charles County Critical Incident Response Team is investigating. The officer, who has been with the department for two years, has been put on paid administrative leave, which is the policy for all officer-involved shootings, spokesperson Cpl. Barry Bayles said Saturday.
