Isaiah Payne

A man was shot to death in the 8300 block of Eton Place in Jennings, police said. Police on Wednesday night said the man was Isaiah Payne, 35, who lived on that block. The shooting was detected by ShotSpotter system at 3:13 a.m. Wednesday.
