Police say Jericho Perry, 47, drove to Loretta Hall Park on Monday evening, got out of his pickup, walked up to Bernard Brown and shot him, St. Louis police wrote in charging documents. As Brown lay on the ground, Perry stood over him and fired one more shot at him, police said. Perry was charged with first-degree murder, armed criminal action and unlawful possession of a firearm. He was in custody without bond on Wednesday. Officers were called at about 7:40 p.m. to the area, near 15th and Carr streets. The shooting was caught on surveillance video. Perry "showed up unannounced" at police headquarters on Tuesday, police wrote, and told officers he shot Brown in self-defense. His version did not match the events captured on the surveillance footage, officers wrote. A search of Perry's phone uncovered text messages that indicated he was planning "on engaging in a violent act."
