The Washington County coroner said Kelly Skaggs, 69, of the Potosi area, was the man killed near Potosi. Skaggs was found dead in the bedroom of a home near Potosi on Monday. He had been shot in the head, chest, arms and legs, police said. Officers found a firearm with its serial number removed. Skaggs was a businessman in Potosi who owned Bearfoot Plaza along with his mother and brother. He previously served as a police officer in Potosi. He also was a pilot for many years for TWA and an over-the-road truck driver, according to his obituary. Another man in the house was shot in the abdomen and thigh but survived. The Sheriff's Office has not provided his age. James Leonard Lucia Bess, 24, of Desloge, Missouri, was charged with first-degree murder, first-degree assault and five other felonies. Court records do not identify a motive in the attack. Bess was at the home when police arrived. The sheriff's deputy said Bess confessed to shooting the two victims.
