Two 19-year-olds, part of a group checking car handles on Scanlon Avenue, were shot by a resident. They were taken to a hospital, where one died. Court records said Timothy Kemper, 39, of St. Louis, at 4:30 a.m. Thursday saw a group of men checking car handles on Scanlon Avenue when one got into his car. Kemper then grabbed his gun and shot at the group, striking two, according to a probable cause statement. The two were dropped off at a hospital, where one man, a 19-year-old, died from his injuries. The other, also 19, was hit in the back, chest and left arm. St. Louis police said that when officers went to the shooting scene, in the 6500 block of Scanlan Avenue, Kemper approached officers and admitted his involvement. In addition to first-degree murder, Kemper is accused of first-degree assault, armed criminal action and unlawful use of a weapon.
