A man was shot and killed near a homeless encampment north of the Columbus Square neighborhood Saturday evening, the second at the camp this year. Police responded at 8 p.m. Saturday to the 1500 block of North 10th Street. They found a man in a car who had been shot. He was taken to a hospital, where he died. The area is the site of a longtime homeless encampment. For nearly three years, a homeless encampment at 10th Street and Cass Avenue has drawn dozens of campers. The plot is owned by Paul McKee's NorthSide Regeneration, which has purchased thousands of parcels north of downtown and largely allowed them to deteriorate. McKee says he can't get the city to do anything about the encampment on his property. In April, another person, William Nelson, 29, was killed near the encampment. One of the leaders of the community told the Post-Dispatch in June that the April shooting was due to an outsider and "bad apple," insisting the roughly 40 residents of the encampment police themselves.
